Bangkok has no diving — it has dive schools. The city is where you do theory and pool work, and the sea part happens in Pattaya or the islands. That said, using Bangkok as your certification base works well if your holiday is Bangkok-centred anyway.
Budget ฿9,000-฿12,000 ($260-$345) for certification, or ฿3,500-฿5,000 ($100-$143) for a two-dive Pattaya day trip if you're already certified.

Be honest about what you want. If diving is a side interest, do the pool try-dive in Bangkok — $43 tells you whether you love it before you spend $300 on full certification. If you already know you want certification and your whole trip is Bangkok, the city-school route is convenient and reputable.
But if diving is the point of coming to Thailand, skip Bangkok's dive scene entirely and go where the water is: Koh Tao for courses, or the Similan Islands (seasonal, open roughly November to April) for the country's best dives. Gulf-of-Thailand visibility near Pattaya disappoints divers who have seen the Andaman side.

Not in Bangkok itself — the city has no sea. Bangkok dive schools teach theory and pool sessions in the city, then run open-water dives in Pattaya (2 hours) or islands further out. The nearest same-day diving is Pattaya's wrecks and reefs.
Open Water certification through a Bangkok school costs about ฿9,000-฿12,000 ($260-$345), including the Pattaya sea dives. That is cheaper than Singapore but pricier than learning directly in Koh Tao.
Koh Tao — often called the world's cheapest certification island. Courses there run around ฿8,000-฿10,000 ($230-$285) with lodging deals. If diving is your trip's focus, go there instead of learning via Bangkok.
It is decent, not spectacular. Visibility runs 3-10 metres, but the shipwrecks (HTMS Khram, Hardeep) make it worthwhile for wreck fans. Do not expect Andaman-sea coral and clarity.
Koh Larn island off Pattaya has shallow snorkel spots on boat trips — fine for a fun splash, modest for marine life. For real snorkelling, fly south to Krabi or the islands.
