Singapore is better for learning to dive than for clear-water reef diving. Local sites can have limited visibility, but the city has established dive schools, deep training pools, Singapore Oceanarium programmes and organised trips to reefs in nearby countries.
Prices depend on the course, number of sessions and whether overseas transport is included. Compare the complete course rather than the first-session price.

If your goal is certification, compare the complete schedule and instructor ratio. Some courses complete pool work in Singapore and open-water dives abroad, so check whether transport, accommodation, equipment and permits are part of the quoted price.
Choose Pulau Hantu only with realistic expectations about visibility. It can suit divers interested in small local marine life, but it is not the clear tropical reef scene many beginners imagine.
For a controlled first snorkel, check Rainbow Reef at Adventure Cove and read its current swimming and supervision rules. If clear-water diving is the main reason for the holiday, compare Bali, Thailand or Malaysia instead of making Singapore the only dive base.

Yes, but honestly, it is limited. Local dives happen at Pulau Hantu, where visibility is often just 1-3 metres. Most people use Singapore for courses and certifications, then dive in Malaysia or Indonesia.
An Open Water certification costs about S$400-S$500 ($310-$385), usually with pool sessions in Singapore and open-water dives in Tioman, Malaysia. Check whether the Malaysia trip and permits are included in the quoted price.
Singapore Oceanarium offers a PADI Discover Scuba programme for beginners in its Open Ocean habitat. It also runs a separate Open Ocean Dive for certified divers. Check the current schedule, medical conditions and age rules before booking.
Not in the open sea. The best snorkelling is the man-made Rainbow Reef inside Adventure Cove Waterpark, which is stocked with 20,000 fish and included in the park ticket.
Tioman and Dayang in Malaysia, and Bintan in Indonesia — all reachable for weekend trips by bus or ferry. Dive shops run these trips most weekends outside the November-February monsoon, when east-coast Malaysia sites close.
