Dubai is two cities: the glass towers of Sheikh Zayed Road and the Marina, and the old creek-side world of souks, dhows, and wind-tower houses. A good city tour stitches both together — important, because most visitors accidentally see only the malls.
Budget AED 100-150 ($27-$41) per person for shared half-day tours. Distances are big, so guided transport earns its price here.

Book the half-day city tour for your first morning, then spend the freed-up brainpower on the things that need timing: Burj Khalifa slots and desert safari evenings. The tour's photo-stop format suits Dubai, where many icons (Burj Al Arab, Atlantis) are best seen from outside anyway.
Skip the Big Bus unless open-top riding is itself the attraction for you — in summer it is unpleasant, and the Metro's Red Line passes most of the same towers for a few dirhams (about AED 4-8 / $1-$2 a ride with a Nol card).
Do not skip Old Dubai. The creek, the AED 1 abra crossing, and the spice souk are the city's soul and its cheapest afternoon — go at 4 pm when the heat drops and the souks wake up. The classic loop: photo stops at Burj Al Arab and Palm Jumeirah, Jumeirah Mosque, Dubai Marina, then Old Dubai — the creek, gold and spice souks, and Al Fahidi district. Burj Khalifa entry is a separate ticket.
Only if you will hop on and off all day. Dubai's sights are far apart and the bus loops are long. Most travellers do better with a guided half-day tour plus the Metro, which covers the main strip cheaply.
The abra is the wooden ferry crossing Dubai Creek between the souks — it costs just AED 1 (about $0.30) and is the best-value 'attraction' in Dubai. No booking needed; just hop on at the creek stations.
You can see the highlights: a morning city tour, Dubai Mall and the fountain show in the evening, Burj Khalifa if pre-booked. But two to three days is the comfortable minimum.
